Abstract
The U.S. policy in Iraq in the 2000’s was one of the first attempts in the 21st century to create a democratic system in a totalitarian state. The author studies the formation process of this system and the reason why it failed to stabilize the situation in Iraq and led to deterioration of ethnic and religious differences
