Abstract
The spread of drunkenness and alcoholism in Russia, due to specific conditions, has acquired a slightly different character than in other countries, and the degree of their negative impact on society has been higher and stronger, moreover, with an increasing trend. In this regard, the anti-alcohol policy of the state is considered up to the adoption of a Federal law containing new approaches, goals and content of alcohol policy, devoid of previously made mistakes; ways and means (organizational, financial, scientific and educational support) for the implementation of these goals.
