Abstract
The author evaluates the project of Russian modernization and the possibilities of its implementation, the impact of historical conditions, the state and civil society on it; analyzes the “starting situation”, the corridor of economic and social opportunities, the degraded industrial system of the Soviet period. It is concluded that if the existing trends continue, Russia's modernization can only be "conservative" in ideology, elitist and “insular” in scale, and technocratically oriented in the vector of values.
