Abstract
Organizational, personnel and financial issues are discussed that harm development of sciences in Russia. Results of forecasts of university and doctorate graduates up to 2030 are given based on statistical data; impact of these processess is discussed. Also, some suggestions are formulated regarding an improvement of the quality of scienstistic personnel in Russia.
