Abstract
The North Korean policy carried out by presidents Kim Dae-jung and Roh Moo-myun resulted in two inter-Korean summits and a remarkable breakthrough in the economic cooperation between the North and the South. The moves aimed at expanding this cooperation which were agreed at the second inter-Korean summit could have brought the two Korean States closer to each other and could have given them a good profit. However, Lee Myung Bak’s election as ROK’s President and his tough approach to North Korea has brought to naught a substantial part of his predecessors’ efforts. The inter-Korean dialogue was suspended, the implementation of the new economic plans was frozen and the existing projects started to incur losses. At the same time, despite the tension in the inter-Korean relations at the government level, South Korean business continued to develop its activity in DPRK. In August 2009 North Korea switched its tactics from escalating economic demands to reducing them and waiting for the South’s offers.
