Abstract
The article attempts to explain the peculiarities of social policies in China in the early XXI century from the standpoint of systemic-functional analysis of its political system. It is maintained, that despite the limited nature of procedural mechanisms of democracy in China, the Chinese leadership displays a fairly high level of responsiveness to the population’s basic needs, aggravated during the period of economic reforms.
