Abstract

The article discusses in detail the role of Russia in the preparation and holding of the Second Hague Conference in 1907. The focus was on the issues of international law. The decisions taken were the first attempt to limit the right to war and the first step towards securing the principle of the peaceful resolution of interstate disputes in international law. Hague Conventions of 1899 and 1907 recognized by most countries of the world and are valid international legal acts to this day.
